The Commission on Canadian Studies was established in 1972 by the Association of Universities and Colleges of Canada (AUCC). As stated in the introduction of "To Know Ourselves" (the Commission's report), the Commission: "was prompted by the growing interest in Canadian Studies at Canadian Universities...the Commission intended to assist the discussion and to further the development of studies related to Canada by providing accurate information about the present state of teaching and research in this area, and by directing attention to the possibilities of and needs for new programmes in the future." The Commission was to study, report and make recommendations about the state of teaching and research relating to Canadian Studies. The Commission defined Canadian Studies teaching or research in any field that promoted knowledge about Canada. The accomplishments of the Commission were extensive. Through public hearings, submitted briefs, surveys, questionnaires, meetings with representatives from educational institutions, government agencies, professional and academic societies, the Commission prompted considerable response. T.H.B. Symons was Chairman of the Commission.

FINDING AID
Professor Symons states in To Know Ourselves in the chapter dealing with the rationale for Canadian Studies: [I]f a Canadian is to seek the self-knowledge that is essential for both health and wisdom, he must have access to a wider self-knowledge of his historical community and its contemporary circumstances. That is the answer to the Commission's question: why be concerned with Canadian Studies? And it is the source of the further question that underlies this Report: are the Universities of Canada making an adequate and reasonable contribution to the quest for national self-knowledge, which is the indispensable condition of individual self-knowledge?
The Chairman of the Commission, Thomas H.B. Symons, founding President and Vanier Professor of Trent University at Peterborough, Ontario, donated the Commission's papers to Trent University Archives. With reference to these papers, the introduction to Some Questions of Balance states: "Together...these papers constitute an extraordinarily interesting and valuable source of information an opinion about the issues of concern to Canadians and about the way in which Canadians have perceived themselves and their country in the decade from 1972- 1983."
The Commission's Report, To Know Ourselves (Volume 1 and 2 - published together in one volume) came out in 1975 and the third volume, Some Questions of Balance, was published in 1984. A synopsis of Volumes 1 and 2 was published in 1978 under the title The Symon's Report.
The following statement from AUCC March 5, 1976 concisely states the findings of the Commission on Canadian Studies: Canadians do not know themselves. Though Canada is unique in its diversity and Canadians are distinctive as a people, most Canadians do not seem to be aware of these realities...or his reason much more must be done to develop knowledge and awareness of Canada. Volumes 1 and 2 of the Report documented the: neglect of teaching and research about Canada in many areas of post-secondary education....[They] called for reasonable balance in curriculum and research activities that would allow adequate attention to be given to the particular needs of the historical and contemporary circumstances of this country....Volume 3 of the Report dealt mainly with questions concerning the current and future supply of human resources required to support teaching and research. As in the first two volumes the Commission calls for a reasonable balance in higher education, in this case in order to meet the country's present and future needs for highly qualifies graduates....it examines the question about composition and adequacy of the supply of human resources upon whom such teaching and research must depend.
As shown here, the accomplishments of the Commission were extensive. Through public hearings, submitted briefs, surveys, questionnaires, meetings with representatives from educational institutions, government agencies, professional and academic societies, the Commission prompted considerable public response. The Commission Papers run to some 18.8 metres...each piece of paper a contribution to a greater knowledge of our country and the educational system which we depend upon for self-knowledge.
As Jim Page remarks in his publication entitled, Reflections on the Symons Report : The State of Canadian Studies in 1980, "Since the release of To Know Ourselves, the flood of enquiries and comments has continued unabated to this day and the ongoing work of the Commission from 1976 to 1980 has been as influential, in some instances, as the Report itself." Page goes on to say that "To Know Ourselves has encouraged action on a number of specific problems, and has contributed to a change in the academic climate of this country so as to make more advances in Canadian Studies possible."
Also included in the Commission on Canadian Studies Papers is a series dealing with the Book and Periodical Development Council (BPDC). The BPDC commenced in 1976. In their first newsletter (December 1976) the BPDC explained their existence as "an attempt...to hammer out a common agreement and a more thoughtful and understanding of the various elements that make up the complex art and business of writing, selling and circulating books and magazines in Canada."
In a sense, the BPDC was a response to the Commission on Canadian Studies. Continually throughout the Commission's Report, the lack of Canadian research materials and textbooks is presented as a problem (sometimes as an excuse for a lack of Canadian Studies Programs).
"In some cases limited emphasis on Canadian Studies, or the failure to use Canadian materials, has been attributed to the lack of suitable texts and other resources. This has certainly been true in many instances, and the Commission is concerned about the shortage or even complete lack of Canadian texts and other teaching materials in many academic fields."
The BPDC addresses this problem. One of their main objectives was to see that an adequate representative range of Canadian books and periodicals is available to the public in all libraries and educational institutions in Canada. One major project for the BPDC was the publishing of the synopsis of To Know Ourselves in 1978. As mentioned in their newsletter, the BPDC is trying to "move the critical question of what is being taught in our schools and universities, the role that Canada and things Canadian play in our educational system, more into the realm of public discussion and debate." A method to ensure this was the publishing of the Synopsis which enabled the views of the Commission and the Report itself to be distributed to the "widest possible audience." Another link between the BPDC and the Commission was Tom McMillan. As a senior Research Associate with the Commission, Tom McMillan became aware of the problems of the Canadian publishing industry first hand. In 1977, he was invited to become the chairman of the BPDC.
The papers of the BPDC contain office files and a section dealing with the development and publishing of the synopsis.
The Commission on Canadian Studies Papers are considered to be an integral part of the Commission as a whole. Collected here are the individual briefs, the research material and data, and the numerous responses that the Commission generated in its existence. Drafts of individual chapters and volumes show the changes brought about by the comments from the members of the Commission and the liaison people they were distributed to. Each change reflects an attitude or opinion of an individual, each worthy of attention. By studying the papers of the Commission, a researcher will not only be presented with the views of the Commission but, as previously mentioned, will be confronted with an over-all assessment by Canada as a whole through the input and responses from the public and/or institutions.
This collection would intrigue anyone interested in education or Canadian Studies...anyone for that matter who feels as Professor Symons does that: [S]elf-knowledge of an individual cannot be divorced from the knowledge of the society in which one lives. The two kinds of knowledge are not only mutually dependent, but are ultimately in and the same...The quest for self-knowledge, now as then must embrace the study of culture and community.

The introductory letter or first page with the number on it has been kept in the file. 'Notes' pertains to handwritten notes by members of the Commission or other individuals. 'Articles' are copies or clipped articles from all sources except newspapers. 'Clippings' refers to newspaper clippings only.
If file headings are under-lined on the Finding Aid, they are the original headings assigned by members of the Commission. If they are not under-lined, they have been labelled by the researcher.
